Whirlpool Thermal High Temp Fuse Keeps Blowing

I've got a Whirlpool WED9550WW1 (duet stackable dryer) that keeps blowing the high temp thermal fuse. The heating element is in good shape, not grounding out against the casing. Thermistor and other thermal fuse show continuity, along with the high temp thermostat. I checked the blower wheel and it seems to be operating properly. Oh, and yes, the air pathway is completely clear. Very short run to an outside wall.

Any ideas on what else it could be? I hate to mess with replacing the board until I'm 100% certain that's what it is.

Yes there's one connected to the heating element. It shows continuity so I'm assuming it's still working, but I ordered a new one just in case. From the other forum post it looks like if that doesn't do the trick, it's probably the main circuit board. Just don't want to drop $200 if I don't have to.
