My friend's house has a workshop in the back with an 800 amp 120/208 volt service (used to be a wood shop). I am trying to add a circuit for him and cannot find the breaker. The panel is a cutler hammer Pow-r-line and says to only use type BAB breakers. Home depot does not carry these and neither does lowes. Where should I get the 3-phase 95 amp breaker he is looking for?

I just Binged your info and several hundred sites came up that sell them.
If you went to a real electrical supply in your area they may have them.
Never heard of a 95 amp breaker, may have to go with 100. Depends on what the load calls for.

BAB breakers are very common. I personally have installed literally 100's this year.
