This site has been great with helping me along all the little things ive been fixing on my new home. Next up with the good weather..outside stuff…

I would like to remove all of this bad caulk job and refill this gap. Right now under the caulk there is a filler, I forgot what you call it but I think it looks like a black tar strip. Anyway I bought this concrete and mortar filler but I think I need to take it back and get something else.



So please take a look at the pics and tell me what I need to pick up on the way home from work today J

You likely will have better results with more appropriate though more expensive products from Sika Corp or similar. That gap looks like it has been filled before (with what?) and has failed.
You would need to clean out the old stuff, install backer rod, and then use something like a self-leveling sealer:
