No I dont have access below and the old flange is gone. All I have is the PVC tailpipe there.

Edit - oh I think I see what you mean, cutting the top of that PVC pipe off to glue a new pipe/flange on to it? Yea, cant do that. So what are my options?

If you have a 4" drain they make a replacement glance that slips inside the existing pipe.
