I am reading Black & Deckers wiring book
and I need to add a subpanel to my existing circuit breaker panel.

In this image, it looks like they failed to draw a line to this particular
wire, or it looks like they made a mistake and put the line on the wrong wire???

What is this wire (see red arrow)

That is one leg of a 240 volt circuit coming from the meter. Since there are no other service rated cables, those are service cables. Current does not know the color of the insulation, so they have places colored tape to keep track of them on both ends

Thanks. I wonder why they didn't identify it in the image with a line, just
like the other cables?

Since that book is titled "The Complete Guide To Wiring" it's ironic that it has such a glaring error.

You shouldn't have to be trained in electrical wiring to know when the book is wrong. If you were that well trained, you wouldn't have bought it in the first place. I wouldn't trust it. I'd return it for refund as defective. There are likely other errors that may get you in trouble or danger.

The line goes to the wrong cable. Note other line to that cable from the left identifying it as the neutral.
Be wary. That book is known to contain some glaring errors. I can't remember them at this time or perhaps they have corrected some of them. They missed one based on your image.

If you follow the arrow from the phase colored red to the caption it begins with "2 hot service wires...." Points to the phase and the neutral. Apparently they didn't extend the arrow far enough to the other phase. Wow.🔌
