I have cut a new door out of a wall that had a outlet in it.

The wires of the outlet run to its own breaker. At the moment the end wires have nuts and tape on them.

Can I leave it like this or do I need to remove all the romex and disconnect from the breaker or is there a better way?

Choice 1 -- Insert the wire ends, nuts and all, into a box and mount the latter on the wall somewhere with an exposed cover.

Choice 2 -- Snip the cable at the other end right where it emerges from the (basement) wall and heads for the panel. Then you can bury all the wire ends at both ends of that cable segment. Also unhook the hot wire from the breaker and the neutral and ground wires from their respective bars (busses) and withdraw the remains of that cable from the panel.

We can not see what you have there without a picture.
Can you install another outlet near that location using the same wire?
If your not going to use that wire it needs to end in a juntion box not just get stuffed inside the wall unless you also disconnect it at the breaker.

I just disconnect it, tuck it in, and leave it. Most of the time it's more money and trouble than it's worth taking it out. I do tape a note on the ends though ... "disconnected" for future reference however (yours or some one else's)
