Where's it start/end? Looks like electrical conduit to me too. I don't think anything else would have a 90-degree bend like that. Show us a close picture of that coupling just below the 90-degree bend in your first picture, and I'll know for sure.

Note: The couping for the pipe is an "Erickson" type coupling, only used on electrical conduit. The bend in the pipe is man/hand made, not used for any type of fluid or gas piping by codes. So: This is an electrical line. I would say someone ran an electrical line from a power source inside to an application outside.
