When the door jamb is too wide for the wall it gets installed into, one side will stick out past the wall finish (ie: drywall). When the casing gets installed, there will be a space between the wall surface and the backside of the casing. Packing out the casing would mean that the space would get filled with a piece of wood similarly finished to the casing.
