1. Could this be something for a propane or NP gas vent?
2. What are the two pipes for?
3. Dish cable, right?

It is number one that I am most curious about. I placed an offer on this condo, and I want to install a propane heater. Of course, I will check with HOA before doing anything.

What is the structure depicted as number 1 in the attached photo?

It looks like maybe they left it ready for AC.

the AC is provided by a heat pump. I see what you mean though, however, it is seems too high for AC. I am hoping it is for a vent of a propane stove.
I was thinking they just hid an electrical box,

The dirt level is to high against the wall. Would expect to see 6" of concrete.

or eight inches below any wood structure.

the corresponding interior location is in the back corner of the living room.
