What application would I use these for?

Are these in place of a cover plate?

They look like the interior of an exterior metal in-use cover. Typically these would have three or four templates, one for toggle, one for duplex, one for decora / GFCI and some times there is a single (perhaps a couple different sizes).

I dumped out my electrical bag today to clean and organize and found these in the bottom. I did not buy them but they must have come with something. I hadn't bought any outdoor outlets so I have no idea what product they came with.

These came with a raised industrial cover like this.

There is a version of this that comes with this template that allows you do adapt from the decora rectangular hole to other configurations.
