I'm sorry if I'm in the wrong place, I searched Google tons of times and I can't find any answers, this seemed like the closest thing to who could solve my problem.
We moved in a new place and I'm trying to plug in to an electric outlet, but for some reason they seem to have a weird kind of white lid or cover on them, blocking the outlet so I can't use them. Did the previous owner do this? How do I get them off?

I'll post the picture for you so you may get better response. I haven't seen anything like it in the US.

My best guess would also be a child protector but in some country where the plug prongs are round rather than flat. I'd guess you insert the plug and then rotate it to allow further entry.

I am going to guess that your plugs have two round pins on them. If that is true it looks like you put the plug in and twist slightly to open the cover. Then pins line up with the actual receptacle and you can push the plug in.

The photo of the protector caps is misleading. It's like one of those classic optical illusions. When I first looked at it, I saw two protruding caps over the receptacles. But now that I have looked at it again, and stared at it for a moment, I see that the covers are indeed recessed, sitting just over the receptacles.
Does anyone else see what I first saw?
