It takes years of spraying weed killer, addding compost to the lawn periodically and reseeding to get healthy grass. No easy way, in my experience.

Careful application of a broad leaf, post-emergent, herbicide should do the trick. Weed-B-Gone is one possibility you may need a few passes at things. It has been so abused, misused, and overused by consumers that did not adhere to label directions the active ingredient may soon not be availed without a license and an applicators license may be needed to apply it.

At the end of the day, nothing does in weeds, especially low growing broad leaf ones like clover, faster than healthy turfgrasses mowed tall so they both squeeze and shadow the clover out.

Don't let clover (or any other) weed heads go to seed. Until you can contain the problem, bag clippings if you can so you are not distributing seeds.

Unfortunately, not much you can do about an uncooperative neighbor but wait for cover of darkness and them on vacation.
