What is the project you have in mind?
Are we dealing with impure or chemical laden water that must be kept separated form the environment?
There are very few other needs to cool down a large vat of approx. 140 F water to under room temperature and at any rate the energy cost would be very great.
But with a continuing supply of environmentally friendly hot water, say, from a geothermal source, hydronic coils can be installed inside the tank to supply heat to nearby homes in winter and not using a chiller.
For a singular tankful of hot water they do make heat pump systems for which you put the evaporator in the tank and put the compressor out in the open to radiate the heat into the atmosphere (a chiller). You should have a second system that just shuttles water out to a hydronic radiator and back to dissipate the heat to bring the tank water temperature down to a few degrees of outside temperature. Then the heat pump is switched on to lower the water temperature the rest of the way.
