The description of your problem is a tad thin. It could be plugged passages in the meter body or, more likely, either part of the mechanism has seized and/or a gear has stripped. Many of the gears in those things are plastic and can fail from wear or resistance. Can you hear the clock motor running and possibly a clicking sound? You can either start replacing parts or the whole meter assembly or call a tech. The same thing happened to me a few months ago but it was still on warrantee. A small part had seized (forget which one) causing a gear to strip.
