water softener not softening water

We have a Culligan system we bought last year. I let the salt get down to about nothing (I know that's bad, spring is SO busy around here) and when I filled it almost 2 weeks ago it still isn't softening. I can always tell cuz the dishes are spotty, filmy and rust stained after running them in the dishwasher, esp. the silverware. Anyway, I did do two regenation cycles, one after I filled with salt, the other couple days ago. Anything else I should look to do? Thanks!!!

Is there water in the brine tank after it goes through a regen cycle?
After the 2 manual cycles as the salt level gone down some?

Thanks for replying! Yes, there is water in the tank and it does seem to have slightly less salt.
Make sure that the bypass is all the way in, blue side should be all the way in.
Start a cycle and when the unit gets the brine draw make sure that the brine is getting removed.
It could be that your brine take does not have enough salt in it, past the half way for the culligans, in all my years I have yet to understand Why the culligans do not like to work correctly when the salt is past the 1/2 way point in the brine tank.

My tank is only about 1/2 full, maybe that is contributing to the problem, so I will fill it and check it like you said. Thanks a million!
