This water shutoff will not shut off water 100%. If you turn all the way closed, it allows some water to pass. If you turn it almost closed, it will stop flow buy only for a while.

Is this a valve that has packing that can be replaced? It's probably 45 years old so I wouldn't be surprised to have to replace it. I haven't pulled it apart yet, waiting until I have the right repair pieces as I'm guessing it might fall apart after disassembly.

Yes, it can be rebuilt. However, it looks like a house main water shut off so you will have to turn off water at the curbstop to fix it. Imo, I would replace it with a ball valve type. Much easier than trying to rebuild it. Just a suggestion.

Whatever you decide to do, check with your local municipality water district first. Especially if you have to turn off water at the curb, have them, or a qualified plumber do it. Some municipalities don't want homeowners touching it.

Once the water is shut off, then the repair can be made. That will have to be unsoldered, or cut, then unscrewed, and replaced with new ball valve type shut off, turn water back on, check for leaks, done. I do not recommend shark-bytes in this situation.

When unscrewing old valve, use some pb blaster or wd 40 on those threads, tap a little and let it sit for awhile. Always use two wrenches with opposing force. When reassembling, be sure to use some pipe dope and tape on those threads. Just a suggestion.

That only comes as a gate valve. You should be able to unscrew that back nut then unscrew the valve. Have the water shut off then run up to a supply house to buy a new valve.
I would just replace the washer first and see if that fixes it. Better you shut that vavle off and just install a compression valve up stream. That is not a spot to learn, leave that valve alone
