This wall in the closet is all cement and outside is bricks. I have a few area on this section of the wall that have bubble up paint like this but without the brown stain.

Waterproofing or repointing the brick would fix this?

Proper landscaping from the outside could go a long way to redirecting the water away from the foundation, where the water is entering. Does the brick go all the way to the bottom of the wall?

Grading the soil from the building with a slope of 3" / ft. for the first 3 ft. then 2" / ft. for the next 6 ft. and 1" / ft. for the following 6 ft. would be a better plan.

This is a city row house, so no soil outside. It is a very old brick house build in 1900.

This is on the first floor. The second floor also have bubble. Just right above this location but 15-20fts up. It’s in Philadelphia PA

Have you checked the flashing and protection up there?

Can you inspect the wall from the attic when it is raining?
