You would need to apply a series of vertical furring strips to the surface of the house. 1x3's are a nice size. You also need to apply a nailing strip to all the corners and around all the windows and doors.
There are innumerable details you will need to get correct. You will need to access a comprehensive installation guide to get it right.
Why do you want to cover up a stucco exterior? It looks a lot better then a plastic exterior, in my opinion.
