If your drain pipes are PVC sch 40, stay with the same material for the vent pipe. If your drain pipes are Cast Iron, you can use CI, PVC or ABS for vent pipe.
In the west coast we now use black ABS for drain pipes and vent pipes.

What is best PVC to be used for vent pipe - particularly the portion that extends out of the roof. Best for weather resistance etc. just standard PVC?

Although no one uses the stuff for this application, the best kind of PVC pipe to use outside would probably be PVC electrical conduit. This stuff is made to be UV resistant and to be used outside. Standard plumbing PVC is not. I'm pretty sure it's the same size as standard schedule 40 pipe. Standard white PVC fittings should glue right onto if you wanted them to.

Not sure you would get it by a plumbing inspector, and it's not officially approved for this type of use, but besides that I don't see any reason why it wouldn't be the better choice.

With that being said, lots of people use normal plumbing PVC for that purpose and it usually works just fine.
