When the main floor toilet is flushed the toilet in the basement blurps water all over. This also happens sometimes when the washer is draining. Roof vent is clear. What could be the problem?

No it has never worked right since the home was purchased 7 years ago. The home has a septic system and the drains were recently snaked.

just because the roof vent is clear doesn't mean its good in the basement. Can trace a vent to that toilet?
