Velux skylight wiring issue

I recently had 2 Velux VSE skylights installed. The instructions for wiring them were simple enough, but both the hot (black) and Neutral (white) are hot. Specifically, with the black connected and the white not connected, the white is hot. Am I missing something? Both units are doing this, The wiring in the units are sealed and hidden. Is there a short, or is this right? Thanks for any help.

It's not a neutral, a neutral carries an imbalance. It's an identified circuit conductor, and the electricity has to have a path to follow. If you're hooking up 120v AC to the fixture, it needs somewhere to return to the source. That return path is your identified circuit conductor. So yes, it's normal.....
