Can I wrap el tape around the outlet connections and place in the box and

then before I put on the cover fill it with a shot of low expansion foam and

let it dry, shave it off and place on the cover and turn on the power?

Foam around the box or inside? If it's around, I think you'd be fine but I don't think it would be allowed inside. Make sure to cover any holes with electrical tape so the foam does not go in the box. If you want to be on the extra safe side use fire rated foam. I think Great Stuff has a fire rated version. We'll see what the others say as far as codes go though, but I can't see it being an issue as some people get entire wall cavities spray foamed and I'm sure some of those have electrical and get done anyway.

Assuming that the OP is talking about putting expanding foam inside the box and code and fire and safety issues aside.

I would like to focus on the matter of karma. Or voodoo. Or vendetta. Or evil eye. (pick your system of belief).

One day, in the near or distant future, some one other than yourself will need to access the outlet. Foaming the inside of the box will make this task so ridiculously more complicated that the poor sot will:
- curse your name for eternity.
- Or make little burlap dolls of you to stick pins in.
- Or you will be punished by the universe for doing this bad act.

Or, if you are really, really unlucky, some crazed DIYer will hunt you down, find you, and personally and creatively make you pay for your misdeeds.

BTW - The last one is my own personal fantasy regarding the former owner of my home. :whistling2:
