I live in the bottom apartment in a two story complex. The water from the neighbor upstairs tub keeps coming out of my sink drain. The manager called a plumber to fix it twice , and now it has happened once again within a month like the two first times. The manager says it is my fault , because the neighbor upstairs does not have any problems with his drain. Is he correct ? The plumber he hires is not a profesional ,can he be forgetting to check a second drain or vent ? Can somebody please share some knoledge on how this drain system works ?

Bottom line is that it's not your job to figure it out. Your LL is required to provide you with working plumbing. Talk to your local tenants rights organization and find out how to push the issue.

Good luck, sounds like your LL is a jerk.

Do as Leah said. Its their building, their pipes.
Since no other fixtures are effected, your sink line must tie into the pipe from the upper floor. That line has a blockage in it. It needs to be cabled or hydro scrubbed from your sink to the main building drain line.
