Found this metal pipe about 500ft in back of property of recently purchased property. In a pretty wooded area. Is pretty rusty and has a locked metal cap with a padlock. About 3inch diameter. Anyone have any idea what this could be?

It looks like a monitoring well. Check with whichever agency in your area permits well construction--they may have records or at least be able to help you sort out what it is/was for.

I've also seen that type of riser on NG distribution lines (don't know purpose). does your survey show anything. like easements? I don't know if a private well would show.

We had a dump along side the freeway and they drove pipes down for the gas, when you drove by at night everyone of them had a nice blue flame.
