Outside wall has some uneven brick which look very untidy, how can I cut them to make them even?

The whole masonry job does not look like it was built by a professional or even amateur. If you really just want to cut off those sticking out, power tool. But you will probably open a can of worms.

Do you know how old the wall or the bricks are? Almost looks the wrong kind of mortar was used and froze (??) during the winter causing the edge detail bricks to break off.
The whole wall looks like a mess. But it has a certain rustic charm that I would be inclined to keep as is. Or I didn't like the crumbling bricks, clean off the loose bits & wrap in wire and stucco over, or give up and rebuild completely.
