Trying to stain with Behr Concrete Dye

I just purchased the behr concrete dye product at the hardware store yesterday. I'm in the process of trying to rip the carpet up and I came across an issue I think. I have something on the concrete which looks like a paint maybe and I have some cracks and holes in the concreate. I have no idea how to fix this before applying the stain. Any suggestions? I've attached a pic of the floor. Any help would be super appreciated!
