Usually a fence is slightly inside a property line not right on it.
Its just even with both neighbors fencing. There was an original wooden pole fence that i had dug out and removed the old poles before so it may be right on maybe not but that tree does look on the city side.

So the city would or wouldnt cut the tree for free?

Dang i messaged them on facebook to contact. SO its city planning let them determine whos tree it is?I may just sawzall and ladder the ones on my side and if it ever does want to topple over the weight will be towards the street.
Don't message them on Facebook. You are literally holding a phone in your hand and typing on it.

You could have already clicked the phone number on the website and spoken with somebody, possibly had them out already, or at the very least had a time they would be there.🤦‍♂️

I havent called yes was busy thing weekend. I guess just give them a call and if a tree outside the fence is a city tree and can but cut trimmed down or removed for free as its right on our fence line.
