About a month ago, our home A/C unit wouldn't run below 74 degrees.
It turned out that the air filter was dirty. It's now doing the same thing,
and the air filter is dirty once again. I plan on getting a new air filter tomorrow. If the dirty air filter is the problem, shouldn't the A/C run cold when the air filter is removed?

Why is the filter getting dirty so quickly, and how dirty is it?
If there’s that much debris in your return air, you may have a disconnected duct and/or a dirty evaporator coil.

Aren't you supposed to change the filter monthly anyways?

Running without a filter will plug up your coil with crud.
