My trane xe1000 runs inside but doesn't blow cold air and the fan outside doesn't turn on. I've read some threads on this topic and the common fix I've seen is to replace the capacitor. I removed the cover to the machine and I'm not sure if the white cylinder on the bottom is the capacitor or not since it only has two connectors at the top instead of the three that I've typically seen. It also doesn't look like its bulging. Am I heading in the right direction by replacing the capacitor or could it be something else. Thanks

Top Capacitor is for Fan. You can test it with multimeter.

Should check the breakers and fuses in the outdoor disconnect, if it has fuses. From what i can see of the condensing coil it appears jam packed with debris. This will cause high head pressure and your compressor could over-amp, trip a breaker or blow a fuse. The condensing coil must be washed out with a hose. The best way is to take the top off and hose it from the inside out. If your condenser has sheet metal grills around it, sometimes it helps to remove them for cleaning.
