Hi,
I have a toilet that won't stop running. It has what appears to be a Mansfield Flush Valve and a Plumb Works Adjustable Anti-Siphon Ballcock, at least those are the parts at the hardware store that seem to be replacements for what I have.

I have replaced the red gasket on the mansfield flush valve as well as the black gasket on the ballcock. There is also a black gasket on the flush valve. I wasn't able to replace this gasket. I couldn't get the toilet tank off of the toilet. I had initially intended to replace the entire flush valve, but I decided to just replace the red gasket, the flush valve seat kit this part:

The toilet continues to run. After a couple minutes, the ball float will dip as the water level dips, and it will fill again.
The water level never rises above the top of the flush valve.
Any ideas?
