The guy down the street framed in his whole basement, he wants me to set the toilet and what not. I know the area real well, and I know that those floor drains are actually connected into the gutter drain system. They are not trapped in the floor and meet up with the sewer drain at some point. I pulled up his duct tape over the "toilet flange hole" and as expected no smell of sewer gas. I told him that I will not hook up a toilet to that line. He got a little upset because he said he ran a hose down it for 20 minutes with no problem. So It should work for his toilet. I am just not going to hook a toilet to that line. I told him I would look into it, I also told him like 5 years ago that is a storm drain and has no trap, can not be used for a toilet. Would you hook a toilet up to a storm drain?

Absolutely not! Seriously illegal. In most places, you can't even legally connect your rain gutters to a storm drain anymore.

Hell no. They are not even charged the same by the city - they are 2 very different things. Don't do it, and in fact you should tell on him if he does. This isn't just some trivial code violation. Ask him if he'd like it if your toilet dumped into the lake his little daughter goes swimming in. Sewage needs to be processed in a sewage treatment plant. Rainwater does not.

By the way, what does this have to do with anything? Makes about as much sense as pouring gasoline down your driveway and it just kept flowing down the street gutters just fine, so what's the big deal?

It is in. Water line and all. He got some guy off craigslist to set the toilet. A "plumber" as he called him. He called me lazy and not wanting to make easy money. Telling me I turn all his little jobs into projects. Made no sense to him because the drain makes its way to the sewer.

You should report this guy, and I'm not saying that in a petty, sour grapes kind of way. That is really bad, theoretically someone could die. Not likely and that might seem hyperbolic but this really is a health issue and that guy has no @*#&$% clue, ignorant (#*&. Some codes are silly and some are strict, but this one has a very good reason for existing. Seriously, call the city and let them know what happened. It's not illegal like painting your mail box a color that your PUD doesn't approve of, it's a real problem.

First get the number of the guy he used and get his name too. What he did was illegal as well, and not only is it wrong, it takes away business from legitimate plumbers who are trying to feed their families and send their kids to college. Guys like that need to be fined and put out of business. I'm sure the guy didn't pay taxes on the money for that job anyway, and there's no way he's licensed or insured. Not stopping it puts every legitimate handyman or plumber at an unfair disadvantage.

I agree. If the drain really does lead to the storm sewer, then this is a health and safety issue.

Already in process. I am sending in the big guys on this one. Can not say more. He would not tell me who he got off craigslist but I talked to the neighbors to let them know what is up. They are going to find out who did the work for me.

All I can say that I sent someone to pay him a visit that is very well respected in the area. I do not want to say anything about his position but he can cause this guy a world of pain with the city inspectors. In this area of Cleveland families have known each other back a 100 years. Everyone knows what everyone else is up too. Cleveland is hard pressed to answer 911 call let alone a building violation complaint.
