I just installed new tires, tubes, and guard flaps on the rims of two of my forklift's front wheels. But after inflating them to 110 psi(125 is max). the flaps,tubes are protruding through the valve stem holes in the rims. Is this normal? The old tires had no boot/bushing/inserts in the hole either. Thanks

That doesn't seem normal or likely to last. Did the old tube have some kind of stiffener around the stem that the new one does not? You may need to add a washer of some kind around the stem to cover the hole.
yes, both the old tubes and the new ones have a round, thickened area around the stem, but not on the flap.
