we have existing 16" x 16" concrete tiles in kitchen/dining area n we r going to re-tile with 12" x 12" concrete tiles... can we tile over the existing tiles and if so what preparations do we need to do? or can we just mortar directly on top then lay new tiles?

Concrete tiles? Do you mean ceramic?

I'm no expert so I'm not gonna touch the idea of if or how to do this. I will tell you to take a good look at the area before you even consider this. Will the difference in height create any trip hazards? Do you have a dishwasher? Adding a layer of tile in front of it may make it difficult if not impossible to pull it out if necessary. What about doors? If you have an exterior door that swings inward will there be enough clearance to open the door? While I have read that it is possible to tile over tile in some cases, it isn't necessarily the best way to go.

Edited to add: Also consider the condition of the current tile. Loose or cracked tile or grout usually means an underlying problem. Covering it won't work.
