Good day,
I have a condenser fan that turns very slow or not at all. If I give the fan a spin it will turn fast for about 1/8 of a turn then stop. I tested the cap and it tested fine. Regardless I had a different one and tried it with the same result. I measured the resistance in the fan motor. It is three wire. The resistance in the lower two winding match the resistance in the common?? or other one. I do have continuity between two of the wires when ohming them out. My question is is this normal? Can I somehow plug this fan into a 220 outlet with the cap to test it? If so how? I have purple wire that was connected to the CAP, brown connected to fan and black connected to the circuit board

Just measure and see if you have 220 volts at purple and black. Since when you push the motor it starts I would say you have 220 volts or 240. You tested the capacitor so the motor must be bad
