Is there something I can use to patch over 2"-6" gaps of concrete that's easy to chips off with a hammer.

Theres holes cut out all over my basement floor, obviously to access pipes, same with the hole in the cinder block wall for pipe/vent access.

Main goal is to keep insects out. Maybe create a base to tile over. These are all out of the way spots, no foot traffic/furniture over them

#2, If you have insects coming out of a slab floor you have some real issue's that need to be addressed.
#3, Why would you want a temporary fix and not just want to do this right the first time?
No way should foam be used !!!.
