New home in NE Pa. HP with propane back-up. Measured the outputs from my vents using an infrared gun while running gas. Some vents have 110 deg. readings while others are 95 deg. Also, two vents in room above garage. Vent closest to the main structure as well as furnace shows 108 while vent furthest out reads 94.

Are thes variances acceptable? Home has 6 in walls along with 6 in insulation.

Are these variances acceptable?

I'd check for any possible leaks in the ductwork. Usually I'll see a single degree , possibly two in difference, culprit being longer ducts meaning the further the air has to travel the more it will cool down but 10 degrees difference is highly unusual.

Use a real thermometer. IR Guns can be way off. especially if your talking about those cheap things. My first IR camera cost 33K whats that tell you?
