Do you have any idea what the "glue" might be? It could be a typical DIY installation using some "super strong" construction adhesive that is never recomended/suggested because it affects the wall performance. It could also be a series of silicone "globs" placed to hold the cap block in place on top of the wall and still allow the normal movement. The latter can easily be sliced through with a thin blade knife.
