t8 2 bulb fixture with one balast in fixture. Stopped working. Put in new bulbs- no help. Checked voltage out of balast and it is a steady 120v. What can I do next?

Change the ballast.
How to fix a flouescent fixture.
1. Change tubes.
2. If #1 doesn't work change ballast.

yea its def the ballast. Yo would only get 120v on the line side. On the load side the voltage would be much higher.
