Electrical Pros--

Having some challenges with some light switches... Main issue, one switch, we have no idea what it turns on/off... My guess is it is a secondary switch if we installed a ceiling fan out on our patio... I took some readings from the switches with the switch both on and off... I have attached those readings in the attachment... Most are normal, but a couple seem suspect (maybe not, I have no idea)...

Second, I was supposed to have pool equipment pre-wiring accomplished when they built the home... I do have a one-gang box with 12 awg which looks like it runs from a switch (right next to the trio of switches above), but there seems to be no power to the switch and/or wires in box outside... I've attached a copy of the electrical build plan for my house where it shows the switch (inside), the box (outside) and a separate pre-wire for a pool heater... There is nothing on my exterior wall that would indicate where this pre-wiring was located... Any ideas???

It appears you are not reading voltages correctly. You must read from hot conductors to neutral or ground.
You do not measure voltage across a switch. You measure voltage from one of the switch terminals to neutral. If a white wire is connected to the switch it is NOT a neutral.
Copy, thanks for the help... I have already put the switches back, and I'm in no mood to go unscrew everything again today... Maybe some night this week... Again, appreciate the help...

The pool heater and light pre wire probably goes directly back to your panel and not terminated. I have a circuit into my attic that was similarly done.

The photo with the 3 switches, it would make the most sense that the right switch would be for a fan, since its using two hots in the same cable, as indicated on the drawing by the two dotted lines coming from the 3 gang switch, best way to check is to take down the porch light and test it there, hot to neutral or ground as previously stated.
