If a home has a sump crock but no sump pump or drain installed to take the water out and away from the house, what's the point in the builder installing just the crock? I see this as a bacteria trap and health issue. Is this legal?

There may at one time have been a sump pump, which failed and was not replaced. It is also possible that the builder never installed the pump, left it to the new homeowner. As for legal, ask your local building inspector.

Does water collect in the crock?

Even when the sump pump is installed, the crock (if it does collect water) will almost never be completely dry. If you were concerned about bacteria you would still have to put in bleach from time to time provided that that does not deteriorate the pump or the pipes.

Lots of variables here. Age of house, type of "crock", location, etc.

My guess is that the concrete contractor was instructed to install the crock when he poured the floor, but nothing more was ever done.

Is there electric service to the area? Hole in the header joist, or anything like that?

when I built my house, I made sure they put in a sump pit. My intention was to put in a sump pump but I have yet to install that pump because it never has water in it but I'm sure glad it is there just in case.

I'm guessing that's the scenario the OP is looking at.

A good friend of mine recently bought an almost new house out in Colorado. All the plumbing for a bathroom/laundry room/utility room was stubbed into the floor in one corner of the basement.
