The foundation is very cracked and is being replaced. The brick veneer is coming down. After the new wall is poured, what I can use in place of the veneer? I thought about moving the new wall 'in' 4 inches but that might be impossible if I use the original footing. So keeping the original wall location will leave me with 4" wall ledge. A new deck will cover 1/2 the wall, thus covering that exposed ledge. But that still leaves 20' of wall with exposed ledge.

I'd never go from brick to something less than brick, in fact I'd do brick all the way up at least in front. Anyway, you could have a flashing made up that caught the first course of siding or whatever and under the sheathing, slanted down to the front of the ledge, and then bent down an inch over the ledge. Keep an angle on it to it sheds water.
