Can someone confirm the clearance requirements for a sub panel in Ontario?

According to a graphic I found my plan to add a sub panel to my future server room will not work due to lack of clearance. Need 3 feet in front of it and 30 inches sideways. The 3 feet is an issue as the server rack is about 2-3 feet from the wall so by the time I insulated/frame the wall and add the thickness of the panel, there may be about 2 feet clearance. Now from my understanding the 30 inches rule does not intend the panel to be in the center of this 30 inches. So if the panel is in the corner, does the 3 feet rule only apply to the width of the panel or the span of 30 inches?

If this is simply not doable, could I run a bunch of individual wires (hot, neutral, ground batches) in a large conduit, to a big junction box, then split them off from there?

I have lot of circuits I want to add but there is so many wires going to my panel now that it's getting physically hard to run new wires and there's lot of holes in the joists already and I don't want to make more. The bath tub is above there, to make matters more serious. So to offload this I would run the wires in a conduit (which could be hung below the joists) instead, OR run a sub panel. Over all it will also be more convenient to have power on the other side of the basement as it will feed the servers and the basement itself once I finish it.

My panel is also full but that's a separate issue, I plan to upgrade it.

Added pic, the green is 3 proposed panel locations. The future wall can be built accordingly to ensure code, if the other 2 locations arn't legal, or if I can't do my junction box idea.

edit: ok, I think #1 is actually legal assuming the clearance requirements are the same, never really occured to me until after I measured.

Oh right never even thought of that wall. Though technically it's not a wall yet (stairs going down) so it will have a 2x4+drywall thickness added to it, but think I could still get away with it if I mounted the panel in a stud cavity and made it flush. I'll probably end up putting it where 1 is though.
