Stucco repair around conduit

Had a a new curcuit brought in for the pool, the metal conduit goes to the panel at the bottom, the stucco is Brocken out around the conduit going into the wall.

I have stucco patch but the hole is open ie nothing behind it. What do I fill the hole with so the stucco just does not fall into the wall? I have no way to get felt paper and wire in this small area?
