I am about to start a stone wall in front of my house. I have been told to put down pea stone and set the wall on top of it. Is this nessessary or can I place the wall on the dirt?

The wall needs a support base or it will fall over. If you live in a cold weather zone, it needs to be deeper then a temperate zone. Frost heaving will level the wall over time.

If you're looking for a 5 or 10 year wall,... Go ahead,+ stack your stones,....
You're going to Dry Stack,..?? Right,..??

25 or 100 year walls usually need a solid foundation....

It is going to be a free standing wall. It needs to still be standing in 10 years when I sell the house.
