Want to paint over a semi-transparent stain. Exterior of home, cedar siding.

House is 15 years old and has been stained three times since being built.

best way to go about this ?

latex or oil?

Do I need to prime stained wood before painting with oil or latex?

Wood is very dried out now, and some of it is turning black in spots and some has lots all of it's color and is looking almost white.

what is the best procedure for best look and longest lasting?

Latex will stick great to the oil primer. Zinsser Coverstain is the most recommended Oil Primer on this forum. It's good stuff.
