There is a sour smell emitting from my toilet. I think that ring thing has rotted out. Do I need a whole new toilet?

Probably not but if it's that bad you may have quite a bit of floor repair ahead of you

You're likely to have serious damage to flooring before the closet flange (ring thing) rots away . May need to pull stool up to see what's going on .

Guessing you mean the wax ring under the toilet.
Only one way to find out, toilet needs to come out to inspect it and replace.
It's about a $5.00 item and only needs simple hand tools.
A DIY 101 job.
