I have removed the wall paper,
the walls are old wet plastered ( rough ) like Oh Boy!
But they have been primed,
I plan on painting the lower half and papering the upper section
I need to skim the lower half to get a better smoother look.I want to add picture frame molding wainscoting
I want to skim coat the lower half But the question is will the Joint Compound stick to the primer ? if so after I skim coat I will need to prime again right ?
I plan on satin finish so show less roughness.
