My sister-in-law recently had her small 1950's home remodeled including the bathroom on the main level. In the basement the plumber ran some exposed plumbing into a bedroom. Two small plastic water pipes and a black ABS drain pipe run out of the wall through the closet into the room about 4" below the ceiling for about a foot into the room before taking a right angle up through the ceiling into the bathroom above.

Her contractor signed off on the work. She is dissatisfied and feels it may affect her sale of the property in the future. She would appreciate any ideas about whether this might be a necessary or normal way to do this work or what steps she should take to have it remedied if it is not up to standards.

There's just no way to even guess without pictures.
NO contractor can just "sign off" the building inspector would do that.
She got a permit, right?

Thank you, Joe. I'll ask her if the building inspector has signed off. And if the contractor got permits. I'll also ask for some pictures.

I forgot to mention that she runs out of hot water in the new shower serviced by that line but she doesn't run out of hot water in the rest of the house.

It is possible that this is the only way to get the pipe to the sink(maybe a beam or something that cant be drilled through) but the contractor should have informed your sister inlaw as soon as the issue arose and came up with options to remedy the situation.

As to the cool showers---the mixer valve might need to be adjusted---the factory setting are often to cool--Let us know the brand and someone can tell you how to change the settings.

This is a fairly simple job that usuall only requires an Allen wrench to remove the handle.
