I am installing a fiberglass corner shower pan. I know that I need to set the pan in some type of mortar bed and place plastic over said mortar. What type of mortar should I use if there is a proper type.

You can use a sand or mortar mix.
Who told you about the plastic?

I have read on other websites that suggest the plastic. I'm assuming that its in case you ever have to take the pan back up.

Per HD guy recommendation I used Stucco Mortar Mix to install a new acrylic Swanstone Shower pan just two weeks ago.
