It should just pull off and leave the impeller attached to the motor. At least that is how it works on the ones I have pulled apart.
If you take the water line off the top you might be able to look inside and see what is going on. Could be just some rust chunks catching the impeller.
If the impeller was overheated and melted then it is just twisted and catching.

It looks like you've already got the mating bolts out. Perhaps work around the joint with stout slot screw driver or something similar. They might have put it together with some kind of gasket goop or it's just crudded together.
